They are 100% contained but that doesn't necessarily mean fully extinguished. Anything still actively burning/smoldering is in the wild lands though.

Yes, because he ordered the Army COE to open two dams in NorCal that would flood downstream farms and empty reservoirs that will be desperately needed in summer and fall. And, oh yeah, all the water ends up in a lake because the river doesn't go all the way to SoCal.
The downstream cities/counties were able to get an emergency order to reduce the volume released by the COE.
Michael Andlauer, has been in full damage control since announcing the Sens are going to play some games in Quebec City. He should have known that would be a touchy subject.
