 Yes, because he ordered the Army COE to open two dams in NorCal that would flood downstream farms and empty reservoirs that will be desperately needed in summer and fall. And, oh yeah, all the water ends up in a lake because the river doesn't go all the way to SoCal.

The downstream cities/counties were able to get an emergency order to reduce the volume released by the COE.
