Yeah, it's the local Health Units. So not specifically the cities, or exactly the counties either (although it lines up more with the counties). Slightly different rules - although sometimes it's just the owner's choice to stay closed.
Or stay open. There's a gym adamant that they will stay open without restrictions.
Shut them down, fine them heavily, arrest the owner, like they did that restaurant in the GTA.
