it's 25 isn't it? Wasn't implemented when Sergei Makarov won as a 30-31 with Calgary? many though it was unfair because he played 12 years with the Red Army. he might have been a rookie in the NHL, but not a rookie playing at an elite level of hockey.
There is, they were talking during the intermission about whether it should be lowered.
I can see putting more eligibility criteria on it, I'm just not sure age should be one of them.
it's one of those awards that in certain years you can have 3 outstanding rookies who can win hands down in other years, but could only be one winner.
