It's an empty pre-election populist tactic.

 oh yeah, the lost revenue is huge.

They SAY that you will still need to renew your plate every couple of years, just no cost.... that is supposed to take care of the fines and insurance.  So we'll see.

This is an interesting move.  Better than buck-a-beer.
