Difference between the leafs a Vegas is that they don't have a Joe Pesci to put their heads in a vice if they fall to far behind.  They have stupid braindead backers that will bail them out regardless

Yeah, that or the fact that it's unconstitutional, and totally outside the power of City Council to decree.
