 Yes and no.  It's been a weirdly warm winter this year, but this is the second time in a week we've had this kind of temperatures.

In a normal winter, yeah, we get stretches of low teens and into the -20s.  

 Cathy, this is Celsius too. So it looks way colder than we are used to

 Minus 27 C would be about the same as minus 17 F.

 And just to confuse you a bit, minus 38 C would be minus 36.4 F.

At least make the chattering line up with the length and tempo of the words he is supposedly trying to say.
