I was confused about why I was starting to feel chilly. Then I remembered that my thermostat is now in overnight mode, and it's stupid cold outside, so the temperature is dropping quickly

And it's supposed to warm up just enough tomorrow for a major snowstorm to roll through on Monday. Fun times.
Since I have zero frame of reference...are these negative numbers in the teens and twenties normal??

Yes and no. It's been a weirdly warm winter this year, but this is the second time in a week we've had this kind of temperatures.
In a normal winter, yeah, we get stretches of low teens and into the -20s.

Minus 27 C would be about the same as minus 17 F.
And just to confuse you a bit, minus 38 C would be minus 36.4 F.
