Finally fixed mine in the spring.  It leaked when I turned on the shutoff valve in the basement. Luckily it was only a washer inside the tap that was easy to replace. Hope your sis easy to fix.

So the problem is that when the dumbasses that built these townhouses were building.... for some reason they decided that the best place for the outdoor faucets was BEHIND the A/C.  Yep.  So just getting at the stupid thing is a pain, let alone managing to take it apart to figure out what's wrong.
